Volcanic peak in morning light above golden grass and rooftops in San Luis Obispo

City of San Luis Obispo

Development in San Luis Obispo

The county seat and the busiest building market on the Central Coast, from downtown infill to the large specific plan areas on the city's edges.

Building in San Luis Obispo

San Luis Obispo is the county seat and by a wide margin the largest city in this guide. The City of San Luis Obispo's Community Development Department reviews projects inside the city limits, and its Housing Element, specific plans and downtown design rules drive what gets proposed. Two other jurisdictions matter here and are named on each project page where they apply: Cal Poly, which is part of the California State University system and approves its own campus projects, and the County of San Luis Obispo, which permits work in the unincorporated areas around the city.

Activity in recent years has run on several tracks at once: large master-planned neighborhoods in the specific plan areas on the south and west sides, apartment and mixed-use buildings downtown and along the main corridors, student-oriented housing near campus, and the City's own infrastructure and public facility work. Many of those master developments are built in phases, so this guide links phases to their parent project rather than counting the same homes twice.

The City's permit export used for this guide stops in April 2025; later status information comes from state housing reports, hearing materials and other cited sources, and 2026 activity is covered unevenly. Each project page states the date behind its status, so a page with an older date is a page the research has not been able to refresh, not a claim that nothing has changed.
