Storm clouds and light reflecting on the wet beach at Oceano

County of San Luis Obispo (unincorporated)

Development in Oceano

An unincorporated beach community where the County, not a city hall, reviews the plans and issues the permits.

Building in Oceano

Oceano is unincorporated. There is no Oceano city council or planning department: land-use applications and building permits are handled by the County of San Luis Obispo Department of Planning and Building, with the County Board of Supervisors and Planning Commission deciding the larger ones. The Oceano Community Services District provides local services such as water and wastewater collection, and the beach and dunes south of Pier Avenue are a state vehicular recreation area run by California State Parks.

The community sits between Grover Beach and the Arroyo Grande Creek lagoon, with Highway 1 and the railroad running through it. Housing is a mix of older cottages, mobile home parks and apartments; commercial activity clusters on Front Street, Highway 1 and around Pier Avenue; and the Oceano County Airport and the rail line shape what can go where. We manage storefronts on Front Street, so this is familiar ground.

County permit data for Oceano is harder to assemble than a city's. The research behind this guide relied mainly on the County's mapped application records for the period reviewed; permit issuance, completion and older applications with later activity are not comprehensively covered, so statuses here lean on application dates unless another source is cited.
