What the records leave open

• City tracker stage was not confirmed by an onsite inspection or a complete permit-file review. Completion date and total project cost are not published in the tracker.
• City annual report says project has been on hold because of ownership changes and possible entitlement amendments, with initiation review expected late 2026. September tracker still says building review. Current scope and stage require confirmation.
