Coastal scrub and dunes under a grey sky at Grover Beach

City of Grover Beach

Development in Grover Beach

Mixed-use and housing projects along West Grand Avenue, industrial and service buildings on the east side, and the public works that connect them.

Building in Grover Beach

Grover Beach is an incorporated city, and the City of Grover Beach reviews and permits development within its limits. The blocks closest to the ocean lie inside the California Coastal Zone, so some projects there also need a coastal development permit, which can add a step and a second set of findings before anything is built.

West Grand Avenue is the city's main street and the corridor where most of the larger recent proposals have been concentrated, from the freeway down to the beach. The east side of town, around Highland Way, Farroll Road and the Fourth Street corridor, is where the city's industrial and service-commercial buildings are, the kind of property with roll-up doors and yards that we lease and manage.

The projects listed here were selected from the city's permit reports, agendas and environmental notices for the period reviewed. Grover Beach publishes permit activity in monthly reports, and the research behind this guide notes a few reporting periods it could not obtain, so a project absent from this page is not evidence that nothing is planned there.

Projects in Grover Beach

Of the 10 Grover Beach projects selected for this guide, 1 under construction, 4 approved but not yet documented as started, 1 proposed or under review and 4 completed within the research window, each as of the date shown on its page. By type: 4 mixed-use, 3 housing, 2 hospitality and 1 industrial. These are counts of the projects we chose to document, not of every permit the city or county issued.
