Summary
This is the second phase of portable classroom replacement at Shell Beach Elementary School, 2100 Shell Beach Road, a 9.25-acre campus of the Lucia Mar Unified School District. It removes portable classroom buildings of about 1,000 square feet each and builds one new 6,750-square-foot permanent building containing six classrooms, bathroom facilities, an office, an IT data room and a staff restroom. The building is 20 feet 7 inches tall and set about 500 feet back from the street, with a contemporary design matched to the colors and materials of the school auditorium completed in 2020.
The City's staff report describes this as a second phase following a similar project approved in May 2025, which replaces six other portables with two buildings and is covered on its own page. The two phases are separate approvals and their classroom counts should not be added into a single project. The school district applied for a coastal development permit and architectural review permit (P26-000036) because the campus is in the Coastal Appeal overlay. On May 12, 2026 the Planning Commission adopted Resolution PC-R-2026-011 approving the permits and Categorical Exemption 2026-008, on a 3 to 0 vote with one commissioner absent and one recused. The project is appealable to the Coastal Commission.
The records reviewed do not document a building permit, construction start or completion for this phase. The City's review covers coastal and design matters; the records do not describe the state school-construction review that applies to district buildings.
